3G refers to 3rd Generation devices. The practical utility of 3G is accessing the Internet on your device. If you do not have 3G connection, you can access the Internet only when you are in a wi-fi hotspot. 3G allows you to get online on the go without a wi-fi connection.
But keep in mind, you need to have a 3G connection, typically offered by wireless carriers. If you are in the US, AT&T has a 3G plan for iPad.
